Yevgeniy Brikman (lead developer bringing the Play Framework to LinkedIn) has said in a [https://www.youtube.com/watch?v=8z3h4Uv9YbE#t=2439' video at JaxConf2014] that large code bases are hard to maintain if they're written in dynamically typed languages.

Ars Technica [http://arstechnica.com/information-technology/2014/06/why-do-dynamic-languages-make-it-difficult-to-maintain-large-codebases/?utm_source=feedburner&utm_medium=feed&utm_campaign=Feed%3A+arstechnica%2Findex+%28Ars+Technica+-+All+content%29 explores why this might be the case], including a response from Brikman. The gist seems to be that large codebases are hard to maintain anyway, but dynamic languages make it harder, because, for example:

They don't have a compiler that detects certain kinds of errors, instead you have to write test suites to do the same thing.

Many of them are allow code to be self-modifying

They are often - although not necessarily - weaker in organisational features such as namespaces (e.g. javascript and php)

The EFF has put together a quick tutorial[https://www.eff.org/deeplinks/2014/03/transparency-tip-how-track-government-projects-defense-contractor] on finding out what sorts of surveillance technologies US federal agencies have been buying. This is accomplished with the search feature on FedBizOpps[https://www.fbo.gov/], a website for government contractors to find "federal business opportunities".

Examples of documents that anyone can retrieve from the database include the Director of National Intelligence's funding of a program to dramatically increase facial recognition algorithms[https://www.fbo.gov/index?s=opportunity&mode=form&id=9af4574d0fcf89a2fbcd9eb2d8c8921f&tab=core&_cview=0], the FBI purchasing fiber-optic tapping systems[https://www.fbo.gov/index?s=opportunity&mode=form&tab=core&id=120f042888a2f4e60c30b111f7706671&_cview=0] and a contract for drone programs in Burundi, Kenya and Uganda[https://www.documentcloud.org/documents/1088159-fa4890-13-f-q106-j-amp-a-redacted-6.html].

Time Warner Cable Inc. has stirred anger over its hike in subscription rates for customers, and its efforts to extract hefty fees from rivals to air the L.A. Dodgers channel. Now Meg James reports at the LA Times that the city of Los Angeles has sued the cable giant, alleging Time Warner Cable stiffed the city on franchise fees over four years through 2011[http://www.latimes.com/entertainment/envelope/cotown/la-et-ct-time-warner-cable-lawsuit-20140315,0,6140488.story].

The city seeks nearly $10 million in fees, money it said could have helped ease its budget problems during the financial crisis. 'Time Warner owes L.A.'s taxpayers millions of dollars for the privilege of having its franchise,' says City Attorney Michael Feuer. 'This is a day where we are standing up and saying enough is enough.' The 24-page lawsuit[http://www.atty.lacity.org/stellent/groups/electedofficials/@atty_contributor/documents/contributor_web_content/lacityp_027826.pdf], filed in U.S. District Court in Los Angeles, contends that Time Warner Cable "blatantly refused to live up to its obligations to the city" to pay franchise fees to operate its cable network over city-owned rights of way while collecting more than $500 million a year from customers in the city. The city is seeking $9.7 million from Time Warner Cable which includes $2.5 million in franchise and PEG (public, educational and government channel) fees and support for 2008 and 2009, plus another $7.2 million owed for 2010 and 2011.

The lawsuit comes just a few weeks after Time Warner Cable alerted its Southern California customers that it planned to hike rates by an average of about 6% a month for homes that are not covered by a promotional package. Time Warner Cable, in a statement, denied the allegation that it had cheated the city. 'As a major job creator, tax contributor and service provider in the city of Los Angeles, Time Warner Cable is an active and responsible corporate citizen,' the company said in a statement. 'We are disappointed the city has chosen to bring this action, which we strongly believe is without merit.'

Jonathan Kramer, a Los Angeles-based telecom attorney and a member of the California chapter of the National Association of Telecommunications Officers and Advisors, said it was 'inevitable that [more] of these types of lawsuits will be filed' and that other cities are considering similar action[http://www.multichannel.com/distribution/los-angeles-sues-time-warner-cable-over-fees/148872], but that 'Los Angeles is first to pull the trigger.' 'It's the devil you know,' Kramer said. 'We know Time Warner. But Comcast is much more aggressive when it comes to pushing back (against) local jurisdictions.'
